Re-Establishment of Hong Kong University
In your letter to me of the 9th May
about the joint 0.0. and F.O. proposals for
financial assistance towards the re-establishment
of Hong Kong University, contained in my letter
to Gilbert of the 12th April, you referred to
Treasury concern as to the extent of our total
liabilities in the Far East, and to their
reluctance to embark on anything but the most
urgent and vital expenditure until we have
a clearer assessment of those commitments and can
establish some order of priority amongst them
related to the amount we can afford to provide.
You went on to say that, whatever view may be
reached on that aspect of the question, you were
in some uncertainty as to the fundamental question
whether it is H.M.G.'s intention to endeavour to
hold on to Hong Kong for as long as possible, if
necessary resisting considerable pressure from
China to give it up.
